Abstract
The article uncovers a cycle of small arms control in the first quarter of the twentieth century. It introduces an analytical typology of small arms controllers. It argues that the inability of different types of controller to collaborate undermined the smalls arms process well before its collapse. The article suggests that it is possible to identify similar structural issues in current small arms control.
