Abstract

This chapter highlights a set of key policy issues around the export of hazardous activities, and contextualizes them within the wider process of globalization. The export of hazardous activities remains a problem despite attempts at international regulation via the Basel convention on the Control of Transboundary Movements of Wastes and their disposal. Whilst public policy can serve to reduce risks to some people in some places, it typically does so by enhancing the risk to other people in other places, albeit unintentionally. Such exports therefore remain a key policy issue and bring with them a series of concerns for public health, the manner in which governments and corporations communicate risk, and the capacity of local populations to comprehend the nature of the risks involved.
