Abstract

The local scale is regarded as increasingly critical for creating sustainable transitions in a post-carbon economy. As the scale of everyday life, municipal action to create integrated strategies around renewable energy is increasingly viewed in the wider literature as essential to sustainable global recovery. Local projects are often highly innovative in terms of creating new financial mechanisms, ownership structures and forms of citizen participation in new renewable energy initiatives. Drawing on examples from across Europe, this chapter situates such novel local practices of energy transition within the context of broader multi-scalar dynamics and governance processes. It argues that beyond experimentation and innovation, the capacity and sustainability of local transition initiatives to contribute to broader processes of post-carbon adaptation still depends upon supportive finance, political processes and institutional mechanisms at higher scales. Comparing different governance regimes across Europe, the chapter assesses the challenges and opportunities facing localised interventions in energy transition.
