Abstract
“Quality” modifies the word “education” across Sustainable Development Goal 4 at both headline and target levels, and the importance of quality education is emphasized across national governments and international development agencies. In the quest for variables that help to explain what constitutes quality education and how it leads to improved learning outcomes, we find the term “quality teachers” used with some frequency. This chapter takes a critical perspective on this discourse. Looking across a selection of documents from national governments and international agencies, it analyses where and how the term is used, and what meanings it is given in these contexts. Most importantly, it will consider how the term delimits teacher professionalism, and what this means for teacher professional development.
