Abstract

This report presents results and analysis of a European Prison Education Policy survey completed by 22 countries or regions in Europe. It was initiated by a working group of EuroPris and distributed in 2018-19, in light of interest in the Council of Europe to review and potentially revise its recommendations on prison education, last updated in 1989. The survey covered areas related to setting up education policy in prisons, the vision of education as well as providers and specific subjects covered. It concluded that there is widespread awareness of the CoE vision for education of the whole person but that continued emphasis on traditional subjects and vocational activities limited the ability to fully realise this vision. Some areas of innovative practice, such as access to university degrees, use of the internet and training in fields essential to the new economy, are noted.
