Abstract

With the announcement of the expansion of free school meals to all children in P1 to P3 in early 2014, NHS Health Scotland, in partnership with MRC SPHSU (University of Glasgow) and SCPHRP (University of Edinburgh), approached the Scottish Government to undertake an evaluability assessment. Working in partnership with key stakeholders, the FSM evaluability assessment included a rapid evidence review, development of a theory of change which identified key outcomes, and an assessment of the availability and feasibility of collecting data for evaluation. This resulted in recommendations on how an evaluation might best be undertaken. The evaluability assessment is now being used to develop an evaluation of universal FSM in Scotland.
