Abstract

This report is a summary of the key findings and policy implications of a major research project, conducted over three years, on the cuts to local government budgets in England and Scotland. The study was designed to understand the nature and implications of cuts implemented by central government since 2010. It also considered how four case study councils have attempted to manage the resulting austerity with specific strategies and savings measures. The central focus of the research is on the impact of the cuts on the poorest people and places.
