Abstract

This chapter provides a comprehensive review of the literature on the issue of humanitarian intervention. It traces the conceptual development from its roots in the just war tradition to its recognition by the World Summit in 2005 under the guise of the Responsibility to Protect. It looks at the practice of humanitarian intervention from the 19th Century through to Kosovo and beyond, including placing it within the context of the 'war on terror'. And, it examines major aspects of the debate surrounding humanitarian intervention, including questions of sovereignty, conditions and criteria for intervention, and the question which international actors might engage in such activities.
