Abstract

Governments all over the world are involved in directly providing, regulating and funding the provision of transport infrastructure and services, but the precise role of the state and its policy structures and instruments vary over time according to the wider economic and social context in which government finds itself. Several longstanding and deepening processes of governmental restructuring continue to influence the development of transport policies across all modes and sectors, subtly altering how the state chooses to intervene in the market for transport. Policies, and the governing frameworks responsible for them, are not just developed in response to transport problems – congestion, pollution, lack of accessibility and so on – but also according to the broader and much more complex political landscape in which the governing policy regime operates.
