Abstract

This report was commissioned by the Scottish Government as part of its review of the Rehabilitation of Offenders Act (1974). It addresses: trends in criminal convictions; the requirements of the law to disclose a previous conviction; research on the impact of criminal records questions and disclosures in employment and educational settings; research on the importance of education to rehabilitation; and it tentatively outlines three reform options.
