Abstract
The 16-19 year old Not in Education, Employment or Training (NEET) group have high policy salience for the Scottish Executive. One of the difficulties around this policy area is measuring the size and nature of the group. This report looks at different options and recommends measurement options for high level and detailed monitoring.
