Abstract
The paper presents a brief summary of the parliamentary debate of the Act. We examined the 66 speeches delivered in connection with the act through qualitative data analysis. The topics that were most frequently touched upon during the debate were the financial support of minority councils and the minority council system itself. The second most frequent topic was the issue of Hungarian communities abroad. Further important topics in the debate were the involvement of minority groups in the legislative process, and the compatibility of the law with international norms. An interesting conclusion of the research is that the social differences between the respective minority groups were not taken into account during the legislative process.
