Abstract

Evaluates claims that the number of formal criminal offences have increased in recent years, by comparing data from 2010-11, 1997-98 and 1951-52. Details the methodology used by the study and its findings on the number of offences created in each period, the factors driving criminalisation, the key areas of criminalisation concerned, and the seriousness of the offences. Examines the categories of persons targeted by the offences and the accessibility of the new offences.
