Abstract
The Baseline Study provides information, for the first time, on the organisation and practice of housing management by public sector landlords in Scotland and provides some comparisons with Scottish housing associations and English local authorities. The research found that many landlords were reorganising their housing service but that there was no consistent pattern to the emerging structures.
